Asian skin with dark patches or black pigmentatioon

Hi,
I am 25, married, and suffering from some sort of dark patches around my lips and on my chin. I use to bleach my face but after bleaching it look worst. My face expect my lips and chin area looks fairer and clean but the blackness shows more prominent and need lots of make up to hide it. Because of this I get very depressed especially before my periods.I used many creams but they don't work, creams reduce it but only if I use it every day or else these blackness comes back. Please help.
